After Cecil retired from the City of Rock Hill in 1998, he dedicated his life to helping others. He serves on the Salvation Army Board of Directors and organizes volunteers for the annual bell-ringing kettle. He has been active with the Gideon's for 25 years; serves as chaplain in the York Camp and the American Legion Post in York. He is an elder at Tirzah ARP Church and ministers to shut-ins He is a volunteer missionary with Volunteers in Medical Missions (VIMM) He will complete his 50th mission trip in February.
