Pekar, Joe

Jeff Outlaw grew up in New England and moved to Pennsylvania to earn his BA from Penn State. After he served in the US Navy for five years, Outlaw moved back to Pennsylvania, where he attended art school. Since then, he's lived in Florida and Australia for a number of years before finally returning to Pennsylvania and settling in Pittsburgh.
