Millen, Raymond

Lieutenant Colonel Raymond A. Millen (Ret) is the Security Sector Reform analyst at the Peacekeeping and Stability Operations Institute. He graduated from the U.S. Military Academy in 1982 and served as an infantry officer and Foreign Area Officer for Western Europe in a variety of command and staff assignments in Germany, Austria, Belgium and the Continental United States as well as three tours in Afghanistan.
