James M. Lindsay, Ph.D., Council on Foreign Relations James M. Lindsay is Vice President and Director of Studies of the Council on Foreign Relations. Prior, he was Deputy Director and Senior Fellow in the Foreign Policy Studies Program at the Brookings Institution. He was also previously a professor of political science at the University of Iowa.
