Laird, Carlton W.

Carlton W. Laird has served as City Manager for six cities, in addition to serving on a team to develop a proposed new town. He has also consulted on a number of projects involving areas as far-reaching as Alaska and Ethiopia. Mr. Laird's first written work was "Never Vote for the Incumbent."
