John A. Hird is Director of the Center for Public Policy and Administration at the University of Massachusetts Amherst. He received his Ph.D. in Public Policy from the University of California at Berkeley, and has served as Research Fellow at The Brookings Institution and Economist with the President's Council of Economic Advisers.
