Dale R. Herspring, a retired Foreign Service officer and 32-year veteran of the navy, is University Distinguished Professor at Kansas State University and the author of The Pentagon and the Presidency: Civil-Military Relations from FDR to George W. Bush (see page 50) and many other books.
