Doug was born in England of American parents and lived in Maryland during World War 2 with his mother and sister. He returned to England for further schooling following his father's demobilization from the British Army. He returned to the U.S. where he graduated from Harvard University. In 1956 he joined the U.S. Foreign Service and spent 25 out of 30 years serving in overseas embassies and consulates, including Copenhagen, Salzburg, Belgrade, Athens, Milan, Rome and London.
