Joseph Harrington received his Ph.D. from Georgetown University in 1973, and is currently Professor Emeritus at Framingham State University. Over the past 45 years, he has taught courses involving American foreign policy, has published over 60 articles in national and foreign journals, and has presented more than 50 papers at historical conferences.
