Cecelia Woodard was born in December, the only child of Jean Ragland-Webster and Benjamin Bow, and was raised in Atlantic City, New Jersey. She is the mother of one son, Eugene Ragland, the grandmother of two grandsons, Courtney Younger and Donte Belcher, and one granddaughter, Isis Ragland, who are her gifts from God. Prophetess Woodard received the baptism of the Holy Ghost in July 1979 under the leadership of Pastor Loretta Farmer.
