Phil received Bachelor's and Master's degrees in Electrical Engineering and a Ph.D. in Engineering and Applied Science, all from Yale University. His doctoral research area was mathematical modeling of complex systems. After graduating, he joined the Department of Electrical Engineering at the University of Maryland, College Park, where he taught graduate and undergraduate engineering courses and continued his research on mathematical system modeling.
