Foster, Raymond E.

Raymond E. Foster is a graduate of the West Point Leadership Program, holds a bachelors in criminal justice management and a masters in public financial management. He recently retired from a 24-year-long law enforcement career with the Los Angeles Police Department to pursue a doctoral degree. Foster lectures part-time at California State University, Fullerton. He has appeared on TV and radio in the United States and Europe as an expert in technological applications in law enforcement. A prolific author, his Police Technology is used in more than 40 colleges and universities.
