Arkie Fanning PE, CCE is a practicing cost engineer and has developed many different costing tools for construction, industrial and weapon systems applications. He has two bachelors and two masters and has completed all work towards his PHD except for the dissertation. Mr. Fanning has over 30 years of experience in cost engineering and has written other books on cost engineering including a book on how to determine learning curves and how to develop general cost estimates for all occassions.
