Douglas, Frank R.

FRANK R. DOUGLAS earned his Ph.D. at Kent University where he specialized in International Relations. He is a former officer in the United States Air Force and is currently a volunteer for the Organization for Security and Cooperation in Europe observing and promoting democratic elections.
