Devins, Neal E.

Neal E. Devins is Goodrich Professor of Law and Professor of Government at the College of William and Mary. Louis Fischer is a senior specialist in separation of powers with the Congressional Research Service of the Library of Congress. He has written for the Washington Post, Los Angeles Times, and numerous other political and legal publications.
