David Burnell was born and bred in York. He studied mathematics at Cambridge University, taught the subject in West Africa, came across Operational Research and returned to study this at Lancaster and then spent his professional career applying the subject to management problems in the Health Service, coal mining and latterly the water industry. On "retiring" he completed a PhD on the deeper meaning of data from London's water meters. He and his wife live in Berkshire but own a small holiday cottage in North Cornwall.
