Dr. Richard H. Bloomer Ed.D. is a professor emeritus of educational psychology from the University of Connecticut. As an educator and neuropsychologist, he has taught courses in Psychology of Learning, School Psychology, Measurement and Evaluation, and Reading Methods for 39 years at the University of Wichita; the State University of New York at Geneseo; George Washington University; and The University of Connecticut.
