Human resource development, at all levels, needs to be given priority and made a part of the nation's overall development strategy. For similar reasons the researcher feels that teachers view in terms of perception study can help in reviewing, monitoring and evaluation of the regulations which is essential for efficiency and effectiveness of education system as a whole.
