Primary health care is the foundation and basis of Senegal's health policy, but from the point of view of financing, there are still many issues and challenges to be addressed.Indeed, the share of external financing is still significant and constitutes a necessity for the survival of many health programs.Domestic funding is still insufficient to ensure the coverage of a universally accessible UHC. Most of this financing comes from households through a direct payment system, which according to several studies, contributes to the impoverishment of the population, particularly the poorest quintile.In short, the challenges of financing basic health care in Senegal are enormous and require the inclusion and participation of all stakeholders. Only a correct follow-up and continuity of relevant projects and programs, a pooling of risks with the mobilization of domestic resources, a rigor in the pharmaceutical regulation, a subsidy of the price of essential drugs, a reconsideration of the working conditions and remuneration of workers.
