Alternatives to Prison are: Public Humiliation (wear a sign with crimes on it in public), Subliminal Television with Psychedelic drugs, College Fraternity Hazing, Peace Corps or island exile, flogging with a leather whip, or other lesser forms. Military conscription (Psychic Warfare) starts when the candidate is proven to have an ability worth exploiting, and doesn't have to leave the country to use it. The Foreign Conquests of the Pharaocracy (classified top secret) influenced the condition of Climate Change by repetition of actions to influence the Elements (Weather manipulation via Psychic Wars).
