From the business-oriented managerial perspective,which considers public administration as a field ofbusiness, new public management (NPM) and thereinventing government movement proved the mostpopular reforms of the late twentieth century. Inorder to achieve the efficient government, the NPMand reinventing government have reduced governmentregulation, decreased the federal workforce, andpromoted outside contracting-out. These tactics,however, increase opportunities for corruption. Anincrease in the number of qui tam cases could besignificant evidence that the NPM and reinventinggovernment reform have fermented opportunities forcorruption. The results of this research suggest thatthe singular focus on efficiency and economy-orientedgovernment reforms create and increase opportunitiesof fraud and corruption of government contractors,and that the 1986 amendments of the False Claims Acthas been effective in increasing the number of quitam cases.
