Blended with the new trends resulting from the communication and information technology revolution, Turkish higher education continues to be restructured by the unified European Higher Education Area agreement; and the European Union accession negotiations. As these new realities continue to shape higher education globally, a unifying framework is needed by all involved parties. Prior to setting up a framework, it becomes essential to bring transparency to university governance, particularly, to the roles of the Presidents as role definitions provide comprehensibility leading to both internal and external effectiveness. This work originated from a research project carried out in Turkey resulting in the identification of a Turkish model of 10 governance roles. As the model leads to organizational effectiveness at organizational, institutional, positional, constituency, and at Presidential candidacy levels, these findings can be useful for Turkish Presidents, whether seasoned or novice, as well as for the leaders of European University Association member universities, and for other leaders of global educational institutions.
