In 1797 His Imperial Majesty's Depot of Maps was established as the military as well as state archive of maps and plans. In Russia this is regarded as the official beginning of the state's military topography service. By this time the Russian military and topographical service was making use of a small, but very competent number of officer-aristocrat recruits, refugees from the French revolutionary 'Terror' of 1793, from whom the greatest role was played subsequently by Colonel Dupen de Montesson who had compiled and translated into Russian his own instructions on military surveys, based on those which had been used by the French Royal engineer-geographers.
