Agencies have attempted to use education to "transform" their organizations. But how the educational process works in transforming the organization, what topics are presented, and the effects of the training methods are still not clearly understood. The role of higher education in transforming organizations is not clear. Advanced education in criminal justice has not been effectively used to assist in the "self - actualization" (Maslow,1943) of criminal justice professionals, promote organizational development or develop leadership within the organization. Transformational leadership theory (Burns 1978, Bass 1985) was based on the principles of shared leadership, shared vision and continuing individual improvement. Leadership is viewed as a social process that was a result of the interaction between the leader and follower. Leadership should not be restricted to an individual or a group, but expected of everyone within an organization (Kerfoot,2004).
