Zur Beantwortung dieser Frage sind sowohl von der EU veroffentlichte Wirtschaftszahlen und Fakten als auch in wissenschaftlichen Zeitschriften und Buchern veroffentlichte Beitrage untersucht worden. Die erzielten Ergebnisse wurden durch eigene Kommentare und Interpretationen erweitert. Das Ergebnis ist relativ klar und enttauschend zugleich. Die Mitgliedstaaten der EU, sowohl alte als auch neue, sind primar an eigenen Interessen orientiert, und lassen in weiten Teilen solidarisches Verhalten vermissen. Ohne diese Solidaritat wird es schwer, die fur das Jahr 2010 geplanten Ziele zu erreichen. The idea of this essay was finding out, if and in which way the member states of the European Union and other actors behave in solidarity, according to the treaty of the European Union. Officially by the EU published budget information and other facts, but also scientific publications in magazines and books were examined to find the answers to the question. The results were extended by own comments and interpretations. The results are relatively obvious and disappointing. The European member states, new ones and old ones in the same way, are primarily orientated towards their own needs, and so they lack solitarily behavior. Without solidarity it will be hard to complete the goals, which are set for the year 2010.
