School social work became increasingly established in the 1990s through scientific support and the associated developments in quality standards for school-related social work. Legal regulations and the ESF and BuT support programs enabled social work in schools to develop positively. However, not all students can benefit from school-related social work. Due to the restructuring of schools to become more all-day schools, school social work has become indispensable, meaning that schools are now dependent on social workers. In addition, school social work must be financed through support programs and funding guidelines must be met. Not all schools can meet these funding guidelines, meaning that special schools for mental development can participate only to a limited extent, if at all. But all children and young people have a right to school social work.
