Mali, in collaboration with its technical and financial partners, has been engaged since 1996 in the preparation of a vast programme to strengthen the capacities of all the actors in the rural sector. This cooperation with the International Development Association (IDA) has resulted in - The signature of the development credit agreement number 3583 MLI-Project of agricultural services and producers' organizations, between Mali and IDA; - The creation of the orientation and steering committee (COP) of PASAOP by the decree n°01-324/PM-RM of 02/08/01.PASAOP is a program whose estimated cost was one hundred and fifty (150) billion CFA francs over a period of eleven (11) years (divided into three phases: three (3) years for the first phase and the other two of four (4) years each), was to contribute to reducing poverty in rural areas, by taking measures designed to: Maintain the increase in productivity of agricultural and non-agricultural activities; Strengthen the institutional framework for the implementation of Mali's agricultural reform program.

Bah, OumarDr. Oumar BAH holds a PhD in Management Sciences obtained in 2019. He also holds a Master of Science in Business Administration (MBA) in financial engineering, Accounting control and Auditing of Euroamerican International University (EIU) obtained in 2009. Currently he is the Director of Research at Sup'Management Mali.
