The specific objective of public procurement is to improve the efficiency, economy and effectiveness of public ordering. These three famous notions of the objectives of public procurement should be achieved through competitive tendering, which should lead in principle to the selection of the most economically advantageous offer. Our study consisted in analyzing the contribution of public procurement procedures to the performance of construction companies. In other words, we sought to identify the degree of non-control and lack of transparency in procurement procedures, in order to propose appropriate solutions. This is a research project with a mixed methodological approach. We adopted a positivist epistemological stance and a deductive approach. The research involved 100 construction companies and 25 public-sector entities. Data collection techniques included questionnaire administration, document analysis and observation.
