The book analyzes the new features brought by Law No. 14.133/2021, concerning the selection of the supplier, from the standpoint of the facets of efficiency and the main factors that influence the efficiency of public purchases. In this sense, the novelties about the bidding modalities, direct contracting, judging criteria and qualification were described and analyzed. To this end, a study was made of the history of the regulations on tenders and contracts, of the general rules in effect, and of other legal and non-legal regulations, in addition to case law and doctrine. The analysis sought to identify the potential of the new law for increasing efficiency in public procurement, with regard to supplier selection. Through this analysis, it was identified a greater flexibility of the normative in relation to the previous legislation, which contributes to the debureaucratization of the process and to the expansion of its quality and the speed and promptness of the contracting. Furthermore, the legislation expanded the mechanisms for centralizing procurement, standardizing processes and governance, in search of greater productivity and economy in public hiring.
