The discussion and design of a national framework impact survey contributes to the ongoing research and development of Public Private Partnerships in the European transport sector. It is the objective of this paper to analyse impacts and identify reasons for different ways of implementation of PPPs in different countries and cultures. Therefore, a survey on impacts of national frameworks on Public Private Partnerships in the European transport sector is developed. The survey is based on the comprehensive discussion of three blocks; national frameworks, identified as business systems and culture concepts, PPPs and modern procurement methods and survey methodology. The designed web survey can be used to explore the different ways of implementation of PPPs in the transport sector of European countries, which will allow the development of a scheme for the decision-making process for PPPs in the transport sector based on national frameworks towards the adequate contract model.
