This text examines issues relating to the measurement and experience of poverty, and responses to it, in transition economies. As a whole, the peoples of Central and Eastern Europe have experienced the shock of declining living standards and increased poverty and destitution. The responses of governments and the peoples themselves to these problems, however, have varied considerably across the region. This book attempts to quantify and give meaning to the problem of poverty of economies in transition, and it considers some of the responses that the problem has generated. The contributors are drawn from researchers and policy-makers in Eastern and Western Europe as well as international agencies. It represents a compendium on current knowledge and the issues in poverty, at a time of rapid change: where social security policy is under review, and when full time employment gives way to a more uncertain labour market. It considers how poverty is measured; the policies implemented to deal with the problem; and includes a summary of major problems in Central and Eastern European countries.
