This text argues that nation-state based analyses of political corruption no longer suffice in a world of globalized finance and international organized crime. Nor can political corruption be understood as something largely outside of the political process - a series of scandals to be dealt with by exposing and punishing miscreant individuals. Rather it involves the extension of many of the normal processes of day-to-day politics into illegitimate and unacceptable areas of activity. So focusing solely on flamboyant individual villains like Duvalier, Mobutu, Soeharto or Marcos is actually a distraction from the proper object of study. This is the more mundane reality of self-serving individuals exploiting the gaps between different parts of the political system on the domestic stage, or between different political systems on the international stage. And it is the nature and number of these gaps, not the number of individual villains who exist, which this book identifies as a key to understanding political corruption.
