This book is the result of a research on the effectsof electoral politics onthe distribution of government outlays for differentsocial programs in Mexico in the periodbetween 1988 and 2003. Each of the three essays inthe booktackle the question of whether social policy duringthe years of democratic transition in Mexico resultedin the change of the political bias in thedistribution of social welfare programs benefitspreviously reported in a time of semi-authoritarianrule. The book shows that some policy instruments fordistribution of federal outlays for social welfareprograms in Mexico are still highly influenced byelectoral politics. Also that timing resources toelections has been less evident as a politicalstrategy due to the gradual implementation of a newscheme of programs or to decentralization. Politicalallocation is still highly influenced by partisanconsiderations. Former opposition parties havesucceeded in increasing their share of resources asvote for their party increases. Finally,decentralization has affected the power balance asparty affiliation of state governors is now relevantfor distribution at the municipal level.
