Ethiopia is among countires which were embarked on a democratic transition as a part of the international democratic upheaval of the 1990s which coommenly refered as the third democratic wave. The triumph of democracy took place in Ethiopia in 1991 following the defeat of Mengistu Halilemariams communist regime in one of Africas most protracted civil war by Meles Zenaws Ethiopian Peoples Revolutionary Democratic Front, EPRDF. EPRDF has been controlling the country since then. Under EPRDF Ethiopia has conducted series of multiparty elections and established legislative bodies at various levels. The House of Peoples Reprsentatives is the supreme law making body with a constitutional mandate of over sighting the countrys executive. The oversight function of the House includes financial control and scrutiny activities. This study on the Houses Financial Control and Scrutiny role reveals praiseworthy legal and institutional frameworks for democratic accountability but very questionable performances.
