This paper presents a discussion about the insertion of the municipality of Moreno/PE, in the Metropolitan Region of Recife and, from there, seeks to analyze its economic developments, social impacts, seeking to understand the whole process that has led the city to economic stagnation keeping it in the condition of dormitory town. The transformation of Recife's area of influence goes through the change of a concentrating paradigm of the RMR's governance decisions, for a management that seeks to diversify the investment in several development poles that contemplate all the municipalities of the Metropolitan Region of Recife, minimizing the migratory impacts and the evasion of foreign exchange.
