Software was developed for the implementation of the models while data were gathered and analyzed to show trend of its availability and verification of the models. This book shows that, the higher the ICT tools dispersion, the better the access to e-learning and its related areas. Government and other stakeholders in under-developed, developing and developed nations should study this book and find a way of giving opportunity to make ICT tools available everywhere for better access to education anywhere you may be.
