Born in Guanajuato, Mexico. He studied undergraduate and two master's degrees at the University of Guanajuato. He received his M.A. in Social Sciences from Southern Oregon University, OR, USA. Emeterio Guevara studied for a PhD in Problems of Contemporary Industrial Society in Spain and obtained a PHD in Urbanism in the UK.
