Muhammad Rafiq Awan was born at Tanda, a town near Gujrat (Pakistan). He got his early education from the town's High School and graduated from Gujrat. He did his Masters and MPhil in Library and Information Science from University of The Punjab, Lahore. He is working as Chief Librarian at The Islmia University of Bahawalpur.
