The purpose of this book was to identify expert recommendations through a Delphi technique regarding the competencies and practices required by human resource leaders in the Ministry of public service in Uganda in the achievement of vision 2040. The study also aimed at determining the recommendations that were important and feasible. The study used a mixed method with three iterative rounds using a sample of 37 experts. Qualitative data from round one was analyzed using NVivo 10 software and quantitative data from round two and three was analyzed using the statistical package for social scientist (SPSS). Using descriptive statistics, the mean and the interquartile range were determined. The interquartile range of 0.00-1 determined expert consensus. Expert recommendations were made from eight themes: adaptability and flexibility, business knowledge, change management, effective Communication, HR knowledge, integrity, leadership skills and team work with the 126 recommendations. The findings show recommendations 4, 6, 36, 37, 38, 90, 106, 107, 108 and 123 had a high importance and low feasibility, 46 with a low priority, 56 with a medium priority.
