Being a transcendental subject, it is important to take into account that the hierarchical order is as the first scale of application, the Constitution supreme rule of direct application over any other, then we have the other laws, regulations among others; so it is illogical to think that a regulation or an executive decree can change the rules of a law and even more so that they are applied to change, contradict or harm the rights established in a law.
