Perfect tense is a verb change in form to show the time of an action or idea expressed. It is formed with has / have /had and the past participle to describe the tense of the verb. Previous studies that dealt with perfect tense or even English tenses in general have proved their difficulty for Iraqi EFL learners but they have not tackled remedial work. The present study aims at investigating the difficulties faced by Iraqi EFL college students in mastering perfect tense by form and function and finding out areas of difficulty in this respect and then suggesting remedial work for the alleviation of these difficulties. It is hypothesized that Iraqi EFL College students fail to master the full uses of perfect tense by form and function. However, the study covers both theoretical and practical aspects. The theoretical aspect deals with the survey of the topic. It begins with forms, uses and comparison between perfect forms. Furthermore, the researcher tackles a study in the semantics of 'Have' depending on the fact that "have" is the basis of perfect tense.
