This research shows how to organize an alternative way to legislate, bypassing the usual parliamentary process, using the Californian example. There the people have retained the right to participate in the exercise of the legislative power. California has nearly 40 million inhabitants. The large number of voters living there has not been an obstacle to the exercise of direct democracy through the initiative and referendum, demonstrating thereby that the use of the initiative and referendum is clearly not limited to small communities, as some opponents suggest. The Californian example, as the Swiss one, could be the source of inspiration for other countries where the people do no longer want to delegate completely the legislative process to deputies.

After studying law in Geneva and Basel and having obtained a degree in law from the University of Geneva in 1973, interest in constitutional law and direct democracy led him to continue his studies in the USA, where he obtained the Master of Comparative Jurisprudence from New York University in 1975. Followed a career as corporate lawyer/arbitrator.
