Irrigation and development of irrigation is essential in India as agriculture is the main occupation of Indians. The rainfall of our country is dependent on the monsoons. Rainfall controls our agriculture. About 80 per cent of the total annual rainfall of India occurs in four months, i.e., from mid-June to mid-October. So it is essential to provide irrigation for production of crops, etc., during the rest of the eight months. The monsoons are uncertain. So irrigation is necessary to protect crops from drought as a result of uncertain rain fail. It does not rain equally in all parts of the country. So irrigation necessary for agriculture in less rainfall areas. Jalayagnam as the word speaks is a ritual for water utilization. It has been implemented by Hon'ble Former Chief Minister of Andhra Pradesh Dr. Y.S. Rajasekhar Reddy as an election promise to the cultivating people of State to bring 73 lakh acres under irrigation in five years. The concept of Jalayagnam was aimed at providing a permanent solution to drought and floods.
