The Constitution of India did not define STs as such. Article 366(25) refers to STs as those communities who are scheduled in accordance with Article 342 of the Constitution. According to Article 342 of the Constitution, the STs are the tribes or tribal communities or part of or groups within these tribes and tribal communities which have been declared as such by the President through a public notification. Even today, widely pervasive reality in respect of tribal communities in India is that most of them are geographically isolated, economically weak, socially ignorant, politically indifferent, culturally rich, behaviourally simple, trustworthy and leading their life in the lap of nature. They are facing problems, which force them to lead a life at bare subsistence level. Moreover, proper education will not just benefit the tribal population but benefit the entire Indian economy. Furthermore, implementing effective education system and providing proper resources for the tribal community will either bring immediate changes in their state of living or improve their future living conditions.
