This Masters Degree Project (MDP) looked at ways that Calgarys City Council and downtown planning team could foster an increase in market-rate housing development in the Citys central business district (CBD). The policy objectives were two fold: to increase the vitality of the lifeless downtown core after business hours, and to decrease some of the pressure on suburban development leading towards a more sustainable city. After examining the approaches of other Canadian and American cities, the MDP described some strategies that could work for the City to increase the number of residential units in the CBD. Attitudinal interviews were held with a few members of the downtown residential development industry and with Aldermen who were available for comment. The conclusions drawn suggest that it may only be a matter of time before the market in Calgary is ready for housing in the CBD. Some citizens of Calgary were beginning to see the benefits of living in downtown; whereas, it would take longer for others to accept living in the Central Business District.
