Effective graphic messages/communication is a product of mediation of the graphic encoder between the source ideas and target audience information needs. The mediation results in the generation of appropriate stimulus conditions that effectively communicate with target audience and facilitate the rapid adoption/utilization of development ideas. 173 The above is enabled in a participatory, two-way, circular communication system, whereby activities are based on research evidence, existing conceptual framework (behavioural change theories, for example), and integrated planning. Moreover, it is important that the graphic encoder be involved in all the stages of the media production process. But where this is not possible because of logistics, then the areas of clarification with requesting agency, topic study, pre-testing and evaluation are indispensable. These are pivotal points for the graphic encoder to intervene and collaborate with other members of the media team.
