Susan L. Clark is a Research Staff member in the Strategy, Forces and Resources Division at the Institute for Defense Analyses in Alexandria, VA. Ms. Clark’s other publications include: coauthor (with Robbin F. Laird), The USSR and the Western Alliance (Boston, MA: Unwin & Hyman, 1989); “Who Will Staff NATO?” ORBIS, Fall 1988; “Japan’s Role in Gorbachev’s Agenda,” The Pacific Review, Fall 1988; and co-author (with Robbin F. Robbin F. Laird is a Research Staff member in the Strategy, Forces, and Resources Division at the Institute for Defense Analyses in Alexandria, VA. Dr. Laird has published extensively in academic journals and among his recent books are Soviet Foreign Policy (New York: Academy of Political Science, 1987) and The Soviet Union, the West and Nuclear Arms (London: Wheatsheaf Press, 1986).
