It has become a commonplace to think that European Union is a coherent foreign policy actor.EU's mission to Congo, EU's contribution to humanitarian actions worldwide suggest that EU has come a long way and became International actor. However, if we look deeper in EU's 'foreign policy kitchen', we realized that this is nothing but an optical illusion. Especially, towards Russia EU finds it rather difficult to establish coherent and streamlined foreign policy.This due firstly to different perception of Russia by EU Member States. Different perception contributed to different interests, and different interests to different agenda's. It is important for a common policy that national interests will be pursued only within the EU borders; outside its borders common interests must always prevail. Especially towards Russian Federation this proved to be rather difficult. In this light, there have been many calls from Brussels for EU Solidarity towards Russia. However, Solidarity towards Russia has different connotation in European capitals. Therefore, this dissertation makes a narrative on what exactly European Solidarity towards Russian means.
