This book accounts for new member states' absorption problems of EU funds. Since accession, countries from Central and Eastern Europe have access to billions of development funds from Brussels. Surprisingly, however, many have serious problems using the money. Whilst existing research mostly emphasizes the role of states' administrative capacities to account for absorption problems, this study further includes the so far neglected role of politics into the equation. The effect of party politicization is discussed alongside member states' capacities and institutional factors in a mixed-method design. The empirical analysis combines a fuzzy-set Qualitative Comparative Analysis (fsQCA) of investment programmes in the areas of transport and environment with two detailed process tracing case studies to illuminate absorption problems in the region. This book will appeal to scholars interested in EU cohesion policy, post-accession compliance, and post-communist politics.
