Dr. Pandey was born in Dhamilikuwa-5, Lamjung, Nepal. He obtained his B.Sc. Ag. Hons) from Haryana Agriculture University, India in 1983, M.Sc. (Ag) Horticulture in 1997 from Kasetsart University, Bangkok, Thailand and Ph.D. from Tribhuvan University, Nepal in 2014. He is working as Executive Director in Nepal Agricultural Research Council, Nepal.
